The project intends to provide the sector with better skilled workers and increase Jamaica’s institutional capacity to attract Foreign Direct Investments and increase exports.Targets for 2019/20 under the project include furnishing of a Project Execution Unit office space; procurement of computer and office equipment; hosting additional stakeholder meetings and consultations; delivering an update of job readiness curricula; holding an industry validation workshop; undertaking a study of the GlobalServices Sector industry to establish a baseline for firms with the potential of participating in the project; and undertaking a survey of cultural perceptions towards the Global Services Sector.Up to December 2018, the project established a Project Execution Unit with a Programme Director, Financial Specialist, a Procurement Specialist and a Project Assistant; undertook the revision of a Project Operations Manual; and hosted stakeholder workshops with the Business Processing Industry Association of Jamaica, HEART Trust/NTA, the Ministry of Education, Youth and Information; and Jamaica Promotions Corporation (JAMPRO).The project is funded by a grant from the Inter-American Development Bank. Abilities Foundation reaches out to Persons with Disabilities

first_imgImproving employment opportunities by forging links with national agencies for further training and job enhancement, is the aim of the Abilities Foundation, as they continue to reach out to persons with disabilities. Administered by the Ministry of Labour and Social Security (MLSS) since 1992, the Foundation currently caters for 66 students, ranging from 17 to 65 years, with challenges, such as hearing and visual impairments, and physical and intellectual disabilities. Guidance Counsellor at the Foundation, Coral Mason, informs that the facility is committed to providing quality vocational education to persons with disabilities, enabling them to function as creative and productive citizens in the society. “The courses that we offer at the Foundation are garment construction, furniture making, general office administration, ornamental horticulture, landscaping, and data operation,” she tells JIS News. She points out that the programmes offered are a joint initiative between the Ministry and the HEART Trust/NTA, after which a National Vocational Qualification of Jamaica (NVQJ) certificate is issued at the end of each course. Miss Mason adds that the HEART Trust provides a small stipend of $250 for each student on a weekly basis. She explains that students are assessed before they are enrolled at the Foundation, to determine the appropriate course to be undertaken. “When the students come in, they are required to sit an entry test at the Grade Four level, which determines the level they are at. If they perform well on the examination, they are then tested at the Grade Nine level, which entails reasoning, Mathematics and English Language. Students at this level undertake the more theoretical courses, such as data operation, and office administration,” she notes.                                                                   Highlighting the Motto, ‘Opportunity… Not Charity’, Miss Mason says the aim is to equip students with the required skills, so that on completion of their course, they can find their place in society. “What we are doing is helping them to prepare for the future. But some of them are unable to do so because of financial constraints. So, we would really love if corporate Jamaica could partner with us to help them,” she appeals. Miss Mason tells JIS News that most of the students are from poor economic backgrounds, and just want the opportunity to acquire a skill, so that they can support themselves. “We would really love to get some subsidy to help needy students with travelling expenses, especially those travelling from Manchester, Clarendon, and St. Mary. We know that there are many others living in other parishes who would really love to come into the facility, but it is too expensive for them to travel so far,” she notes. She says the Foundation is grateful for the tremendous support from the Jamaica Council for Persons with Disabilities (JCPD) and the Kiwanis Club which, over the years, have rendered financial assistance to several students. “We have received a number of scholarships and subsidies from both the JCPD and the Kiwanis Club for some of our students, to aid with their school fees. They have also assisted us with wheelchairs and hearing aids, which help to facilitate the learning process for some students,” she tells JIS News. Miss Mason says outside of the courses offered, counselling support is provided to students, because most of them lack self-esteem for numerous reasons. “We have small counselling sessions weekly, where social workers and guidance counsellors interact and teach the students good work ethics. This session also facilitates the process of social and emotional re-adjustment, to ensure effective integration into the wider society,” she explains.            She points out that while funding remains a challenge, the Foundation is seeking to open a library, and offer additional courses, such as computer service technician, food preparation, music production, and customer service. She points out that applicants who wish to register at the Foundation are required to pay a fee of $20,000 annually, and have their National Insurance Scheme (NIS) card, Tax Registration Number (TRN), and birth certificate to complete the process. “If prospective students do not have the relevant documents, we help them to obtain such documents, and try to seek financial assistance for those in dire need,” she says. When students get enrolled, they are provided with a special identification card from the Jamaica Council for Persons with Disabilities, which is used to access benefits such as the Jamaica Urban Transit Company (JUTC) bus pass service, and other welfare privileges. Miss Mason tells JIS News that much more needs to be done to ensure that persons with disabilities are included in the economic, civil and political processes of the country. Broadband Map to be Developed

first_imgThe Ministry of Science, Technology, Energy and Mining is moving forward with plans for the development, design and launch of an interactive broadband map, to assist in assessing the country’s broadband coverage.“In the same way that you have a map that shows all the roads in the country…we are going to have an interactive map that will show all the broadband connectivity in the country…so you will know which parts of the country have broadband, and which parts don’t. It will be able to guide development and strategy in relation to broadband,” State Minister in the Ministry, Hon. Julian Robinson, has said.[RELATED: Number Portability by March 2014]The State Minister was making his contribution to the 2013/14 Sectoral Debate in the House of Representatives on May 28.He informed that funding has been secured for the project from the Inter-American Development Bank (IDB), and a final report on a strategy and plan, will be submitted in January.The project forms part of the Vision 2030 National Development Plan to expand broadband network islandwide, and broadband infrastructure inventory and public awareness in the Caribbean.Beneficiary countries of the IDB project include: Jamaica, Belize, Dominican Republic, Suriname, Trinidad and Tobago, and Guyana.The aim is to: assess the current state of broadband availability; analyze the current institutional, legal and regulatory framework in the region and make recommendations to improve the infrastructural eco-system in the region, so that the penetration rate and usage of broadband services is improved.Contact: Alphea Saunderslast_img read more

Head of CMI Awarded CD for Contribution to Education

Through his leadership, the CMI gained greater national and international recognition, and accreditation of their various programmes by local and international accrediting bodies. Dr. Pinnock says he declined several offers to serve as Head of the CMI over the years, but eventually said yes, acknowledging that he had a vision for transforming the institution. Executive Director of the Caribbean Maritime Institute (CMI), Dr. Fritz Pinnock, is being honoured for his significant contribution to the education sector.He is to receive the Order of Distinction (Commander Class), during a ceremony of investiture to be held on National Heroes Day, at King’s House.Over the years, Dr. Pinnock has spearheaded various initiatives that have resulted in the further development of the port and maritime sectors.Through his leadership, the CMI gained greater national and international recognition, and accreditation of their various programmes by local and international accrediting bodies.In an interview with JIS News, Dr. Pinnock says that persons such as his late father, who was in the dental field, and the late former Principal of Munro College, Richard Roper, helped to shape his character.“At home, my father was a disciplined person. He was in the dental field as part of his profession, but he was also a businessman. He was quite an astute businessman and people person – someone I admired greatly, and he mentored me a lot,” he says.“And at school, I had an outstanding headmaster. Mr Roper influenced me in a lot of ways. I spent seven years at school in the cadet corps, so discipline became a part of what shaped me along the way,” he adds.Dr. Pinnock spent several years in the shipping industry, working in the private sector before heading to the CMI as a lecturer.“I reached a stage in my career where I was ready to transition into something I believed in, because for 17 years before coming to the Caribbean Maritime Institute, I was an adjunct lecturer here, worked and developed a lot of courses. Then I realised a part of me – the social side – was calling out how to make a difference in my country,” the Executive Director tells JIS News.Dr. Pinnock says he declined several offers to serve as Head of the CMI over the years, but eventually said yes, acknowledging that he had a vision for transforming the institution.“Coming here was to take a business approach to it, to really start a transformational job, and I found excellent people here to work with,” he notes.Dr. Pinnock says his years in the private sector positively influenced his approach to the management of the school.He points out that having a deep understanding of the industry, both cargo and cruise, as well as the general logistics industry, has given him the insight as to how to make that application.Chief among the Executive Director’s achievement is leading the CMI into university status, to officially become the Caribbean Maritime University on World Maritime Day (September 28), at an official Charter Day ceremony to be held at the National Arena in Kingston.This follows passage of relevant legislation in Parliament earlier this year to grant the institution university status and to confer degrees, awards, certificates, diplomas and other academic distinctions.Executive Assistant to Dr. Pinnock, Dawn Reynolds Smith, says he is deserving of the award and recalls his selfless acts to ensure that students get an opportunity to excel.“His take on education is that the students must learn, they must leave with a skill, and they must be able to contribute to Jamaica and to the wider society. He will leave no stone unturned until the students are in classrooms, and that’s a big deal for us here at CMI,” Mrs. Reynolds Smith adds.Meanwhile, Dr. Pinnock tells JIS News that he feels very honoured to be receiving the national award.“This was nowhere in my thoughts as I don’t work for any award. This is on behalf of the hard-working team that I have here. This is a representation of the team, and to say your work is recognised,” he says.The CMI, which was established in 1980 with 30 students, has grown significantly over the years. Jamaica Gets Support to Eradicate Zika-Carrying Mosquitoes

first_img“We are doing something great for the nation, and that is one reason why we ask for collaboration with stakeholders,” she says.Meanwhile, Miss Henlon tells JIS News that coming out of a survey, which revealed that only one per cent of those polled in the targeted communities is aware that Zika can be transmitted through sexual contact, focus will be placed in this area.She says that advertisements will be placed on buses, among other measures.“We are promoting the use of condoms or dual contraception methods to ensure that persons, especially pregnant mothers, don’t get infected, as this can severely affect children,” Miss Henlon says.Zika has been linked to microcephaly, a rare condition in which infants are born with smaller or shrunken brains and heads.“We are targeting maternity stores, to reach pregnant women,” Miss Henlon adds.Chief Medical Officer, Dr. Winston De La Haye, in endorsing the project, is appealing for persons in the communities to cooperate fully.While cases of Zika have significantly declined, and the disease is not the threat that it was a year ago, Dr. De La Haye notes that the virus is endemic to the country “so we don’t want the public to relax”.In addition, he says, there are still instances of dengue fever and chikungunya Virus (CHIKV) around, which are transmitted by the same mosquito that spreads Zika.“In the long run, it is you the individual that we are helping,” he adds.Dr. De La Haye is calling on householders to take personal responsibility for their surroundings and devote at least 10 minutes each week to inspecting their homes to ensure that they are not providing breeding ground for the mosquito. Jamaica’s programme to eradicate the aedes egypti mosquito, which is the primary vector for the Zika virus, has been given a boost through a US$250,000 provision under the Caribbean Zika Response and Preparedness Project.The 16-month undertaking is being implemented by the Jamaica Red Cross through funding from the United States Agency for International Development (USAID).Under the initiative, communities in seven parishes have been identified for targeted intervention, which include clean-up activities and public education.The parishes are Kingston, St. Andrew, St. Catherine, St. Mary, Portland, Westmoreland, and St. James.Teams of Red Cross volunteers, along with the organisation’s field officers are already in the targeted areas visiting homes and staging community sensitisation sessions to empower residents to take action to eradicate breeding areas in and around their homes.Project Manager, Jamaica Red Cross, Kalesha Henlon, says a big part of the programme is the cleaning of communities, which has already started.She informs that old tyres and containers that collect water, providing a breeding ground for the pests, are being removed.Miss Henlon, who was speaking to JIS News at a recent meeting at the Red Cross headquarters in Central Village, St. Catherine, says drum covers are also being distributed to householders.She notes that the covers have been working successfully, and the Red Cross is seeking additional support to widen distribution both inside and outside of the project areas. Stena Polaris Reaches Destination

She has sailed via the icy and harsh North-East Passage along Russia’s northern coast. After arriving at her final destination, the ship was celebrated with representatives of the South Korean government, the corporate management of both Hyundai and the Stena Group and the port authorities attending.The Stena Polaris began her voyage on 17 September in the port of Ust Luga in the Gulf of Finland with a cargo of 44,000 tons of naphtha. The voyage is a joint project between Stena Bulk and South Korean Hyundai Glovis, the shipping arm of the Hyundai Group.The whole voyage has been reported in the form of Patrik Svahn’s blogs and photos from the ship. Patrik Svahn normally works in Stena Bulk’s office in Gothenburg but was the Company’s man on board. His reports have painted a picture of everyday life on board – the safety drills, waiting for an icebreaker so as to be able to pass through the most demanding areas, descriptions of the fascinating Arctic environment and a stormy trip across Barents Sea, etc.“After enjoying the five course dinner at the expo center in Yeosu the ceremony came to an end. As they say, “all great things must come to an end”. As I was not heading back to the ship, I said my good byes to my fellow companions who had embarked on this adventure together with me. Stena’s objective is to  expand in Asia together with good partners.Higher safety requirementsThe Stena Polaris has been built to ice class 1 A specifications in accordance with Det Norske Veritas (DNV), which means that it is well equipped to sail in ice-covered waters where broken ice can be up to 0.8 m thick. In addition to an ice-strengthened hull her rudder and propellers are technically adapted for operation in icy waters and her main engines have been modified to deliver greater power.About the P-MAX tankersThe P-MAX tankers were designed and built by Stena and Concordia Maritime. They have a double hull, optimum corrosion control, two engine rooms with full water and fire integrity and two propulsion systems. USCG Responds to Collision and Grounding in Lower …

first_imgzoom U.S. Coast Guard is working with local response agencies and the Virginia and Maryland Pilots after receiving a report of a collision between two ships in the Thimble Shoal Channel and are responding to several subsequent reports of ships dragging anchor in the lower Chesapeake Bay.The 79-foot rig vessel, Petite, and the 1065-foot container ship, MSC Charleston, reportedly collided due to weather in the main ship channel at approximately 7:30 p.m. There was no initial report of damage, pollution or injuries to either vessel, and both are safely anchored pending the Coast Guard investigation.Winds gusting to 70 mph at Cape Henry caused 12 ships anchored in the vicinity of Lynnhaven to drag anchor and caused the 751-foot bulk carrier, Ornak, that was anchored in the Lynnhaven Anchorage east of the Chesapeake Bay Bridge Tunnel to run aground at approximately 8:35 p.m. near First Landing State Park.To help stabilize the ships, the Virginia Pilot office dispatched 11 pilots to embark the anchored vessels at anchorage.Coast Guard Sector Hampton Roads Command Center watchstanders are working with local partners, the Virginia and Maryland Pilot’s Associations and local tug boat companies to coordinate assistance to ships dragging anchor and others requiring tug support to remain moored at several facilities due to strong wind gusts.“The Coast Guard, commercial industry and port partners are coordinating efforts to respond to the current adverse weather conditions and are monitoring all efforts to safely attend all vessels,” said Capt. John Little, the commander of Sector Hampton Roads. “Weather events such as this storm illustrate the continued need for close partnerships between the Coast Guard, industry and local emergency crews responding to maritime incidents.”There are currently no reports of pollution or injuries. first_imgzoom The port of Southampton has received a port call from the first Maersk Line vessel in five years.The Susan Maersk arrived at the port on Tuesday, February, 17th as part of the container shipping company’s new East West Network, the global shipping service that connects Europe, North America and Asia, Maersk said.The vessel, 347 metres long and capable of carrying over 10,000 twenty foot containers, is calling in Southampton as part of a voyage that saw her leave Ningbo in China on 17th January. After discharging cargo, she resumes her coyage to Le Havre, Antwerp and Felixstowe before heading back out to the Far East.“We’re pleased to be able to offer businesses in the South West of the UK an alternative mainline port. Our new network provides our UK customers with more services to and from the markets that matter in the Far East and having a call in Southampton offers flexibility to local businesses,” says Brian Godsafe, managing director of Maersk Line UK and Ireland.Maersk said that the new call has been designed to service businesses based in the South West of the UK. first_imgThe island nation of Dominica welcomed Carnival Triumph, owned and operated by Carnival Cruise Lines (CCL), last week as it made its inaugural call, arriving at the Roseau Cruise Ship Berth. With a passenger capacity of 2,754 and crew size of 1,100, Carnival Triumph sailed to the “Nature Island” from Grenada. This is the Triumph’s only scheduled call to Dominica during the 2014/2015 cruise season.Upon leaving Dominica the ship sailed to St. Maarten. Carnival Cruise Lines began calling on Dominica in 1989, but stopped in 2010. This is the third CCL vessel to call on the island since 2010.Cruise tourism is a major component of Dominica’s growing tourism sector. During the 2013/2014 cruise season, there 188 calls which translated into 282,404 passengers.An estimated 191 cruise ships are expected to call to Dominica during the 2014/2015 season, bringing 292,210 visitors to the island. Oleg Naydenov Sinks off Canary Islands

first_imgzoom A Russian trawler Oleg Naydenov sank some 15 miles off Punta Maspalomas, the Canary Islands, at around 22:45 local time Tuesday, Spain’s Salvamento Maritimo reports.As World Maritime News previously reported, the trawler had been burning for days after a fire that started in the engine room April 11 spread throughout the vessel which was at the time loaded with cardboard.At the time of the incident, Oleg Naydenov was docked at the port of Las Palmas.After failed attempts to contain the fire, the authorities decided early Sunday to tow the burning trawler some 20 miles offshore, fearing that the ship’s fuel tanks might explode or that the vessel might sink in the port due to the large amounts of water used to contain the fire.The trawler sank with around with 1,409 tons of fuel inside the tanks to a depth of 2,400 meters. Salvamento Maritimo said that the tug Punta Salinas has remained at the location of the sinking, and has reported no signs of contamination in the area yet.All 72 crew members aboard the trawler at the time of the incident disembarked the vessel safely on Saturday.The reports from yesterday hinted at the possibility of the vessel pulling through the incident without sinking. Fuel Spills from Maersk Ship during Bunkering in Hong Kong

Image Courtesy: Pixabay under CC0 Creative Commons license An unknown quantity of bunker fuel has spilled from a container vessel owned by Danish shipping giant Maersk during bunkering operations in Hong Kong, a company spokesperson confirmed to World Maritime News.“We can confirm that on January 6 our container vessel Maersk Gateshead had oil spilling during bunkering operations while at berth at Modern Terminal Limited in Hong Kong,” the statement read.The company said that bunkering operations were ceased instantly and the leakage was stopped.Hong Kong Marine Department and Environmental Protection Administration were informed and clean-up operations carried on throughout the day, on vessel deck, hull and sea surface.The 4,340 TEU Maersk Gateshead, which arrived at the terminal in the evening hours of January 5, has suspended all cargo operations and is awaiting further instructions.“Maersk takes this incident very seriously. Youth Returning From Costa Rica

first_imgYouth from Nova Scotia and Newfoundland and Labrador will return from Costa Rica with more knowledge, experiences and enthusiasm to make a difference in environmental stewardship thanks to the Environmental Leadership Program. The program is designed to provide leadership opportunities, environmental education experience and cultural awareness to youth age 19 to 25. “It is important for the next generation of leaders to see first-hand what other countries are doing to promote environmental awareness,” said Mark Parent, Minister of Environment and Labour.”When youth return from Costa Rica they will volunteer in local communities to promote stewardship through projects with community environmental groups.” While in Costa Rica, participants live with a host family for eight weeks and receive training in language, culture and local environmental issues. “The experiences that I have had in Costa Rica will help me to look at things in a different context,” said Magan Polichuk, program participant. “When I return to Canada, I will apply my knowledge and experience to my work here and hopefully make a difference.” The Environmental Leadership Program is a partnership between the Nova Scotia Youth Conservation Corps, Conservation Corps Newfoundland and Labrador, Canada World Youth, and Association Ambiental VIDA in Costa Rica. May is Motorcycle Awareness Month in Nova Scotia

first_imgTo help remind all drivers that warmer weather leads to an increase in motorcycle traffic, the province, in partnership with Safety Services Nova Scotia, is proclaiming May as Motorcycle Awareness Month. Murray Scott, Minister of Transportation and Infrastructure Renewal read the proclamation to a cross-section of motorcycle users at a ceremony at Province House today. “Twelve people were killed in motorcycle collisions in 2007 and that is unacceptable,” said Mr. Scott. “We hope to one day eliminate fatalities entirely and we need the co-operation and effort of all drivers to reach this goal.” Last year’s motorcycle fatalities in Nova Scotia, were double the total of 2006. “Motorcyclists are more vulnerable to injury in a collision,” said Nancy White of Safety Services Nova Scotia. “Make sure you drive defensively and be sure to wear your helmet and protective gear.” While it’s up to motorcyclists to drive safely and wear helmets, Mr. Scott said all drivers need to be aware of the increased number of motorcycles on the road during the warmer months, and to take an extra look before turning into traffic. “A moment’s carelessness could cost a life,” said Mr. Scott.
